This is a service for sending short links in e-mails, text messages, and so forth, used by Tootsville.
Sometimes, Tootsville needs to send a short web link to someone, and to make it easier to type, or fit into small messages, we'll create a toots.one link. These links just re-direct you to a longer location on the web someplace else.
Check your typing. A toots.one link can have the following characters:

We never use “l” or “o” (ell or oh) because they look too much like “1” and “0” (one and zero). You can use upper-case or lower-case letters interchangeably (“A” and “a” are the same, for example).
A correct toots.one link will look like: https://toots.one/xxxxxxxx with exactly 8 characters at the end there.
